Quoting other people is not implemented yet, and it is currently not possible to mark your own posts as allowing quotes. However, a new “Who can quote” setting has been added to the “Posting defaults” section of the user settings. This setting allows you to set a default that will be used for new posts made on Mastodon 4.5 and newer, when quote posts will be fully implemented."

@rolle I still wonder how they're doing it.
Because with how the apps do it now, you just need to link to another Fediverse post for it to look like a quote post.
If they do the same thing, I surely hope they don't limit someone from linking to another Fediverse post. That would be....not great.
Threads does this exact thing and it's infuriating. There's some misinformation that you can't even discuss because the person limited quote posts and replies.

@BeAware I remember reading extensively about this but can't find the ticket/PR right now.
I've already seen this implementation on beta servers or from Misskey. It shows your post and the quote under it, if no permission is given it just shows "the user approval pending" or something like that. I suppose in the final design the quote repost feature is not even available if you have no permission to quote.
I'm sure it won't be via link-only and it is not via link on Threads either (although that works too). In Threads UI you click "Repost" which reposts it directly (like it is now on Mastodon) and Quote which creates a new post with a quote.
So I guess it's like the hashtag feature is now, when you click a hashtag, you get options. Similar would work with repost-icon.

On threads if you link to a post, it automatically becomes a quote post. You cannot link to posts on threads that have limited quote posts.
So from what I understand from your explanation, it would show the link along with a note saying "user approval pending" or something similar? Cause that would be preferable. It's not possible on threads at all, unless there's a trick that I'm unaware of.

Yeah, Threads do not have permission control for quotes. You can quote anyone there.

@rolle no, there IS quote permissions on threads. The issue lies in the fact that quoting = linking. Don't have permission to quote? Don't have permission to link.
We'll have to see how Mastodon does it when 4.5 comes out.
